Louisiana Workforce Commission Selects iCapture

WALNUT CREEK, Calif.--December 17, 2007

The Louisiana Workforce Commission, formerly known as the Louisiana Department of Labor, has initiated a multi-year project to develop a modernized Unemployment Insurance processing system to better serve the citizens of the State of Louisiana. This State Agency serves over 100,000 active businesses, over 5,000 in-active businesses and, on an annual basis, it processes over 216,000 Claims for Unemployment compensation. The Agency itself employs over 425 professional located in Baton Rouge and 23 remote offices throughout the State.

The Project is LaCATS, the Louisiana Claims and Tax System, and it will be developed and implemented in several phases over the next 3 to 4 years. Phase 1 of this project focuses on the design, development and deployment of a new data capture, remittance processing and imaging and workflow system to improve the timeliness and accuracy of processing Claims, to automate the clearing and deposit of UI related remittances, and to implement an enterprise wide imaging and workflow system that will eliminate the reliance on the movement of paper documents in the execution of the Agency’s business mission.

In order to achieve the stated goals and objectives, the Commission will implement a customized iCapture solution from Impression Technology. This solution will use the full range of automated recognition technologies including OCR, ICR, CAR, LAR, MICR and barcode to vastly reduce the need for manual data entry while improving the accuracy and consistency during the processing of incoming documents and checks. The Agency processes over 400 types of Forms and, on a peak day, over XXXX pages of documents and checks will be scanned and processed within the new iCapture solution. The iCapture solution will leverage similar development activities that Impression Technology performed during  the execution of projects for Michigan UIA and Indiana Workforce Development and the system will be integrated with Tier Technology’s UI Framework and an imaging and workflow system that will be provided by FileNet Corporation.

LaCATS Phase 1 will be installed and tested in late 2008 and early 2009, and Phase 1 production operations are scheduled for June, 2009.
