California Employment Development Department expands iCapture™
to support
Unemployment Insurance Claims Processing
WALNUT CREEK, Calif.--June, 2005
In a major expansion of their current iCapture solution, the
California Employment Development Department has signed a contract
with Impression Technology that will allow the automated processing
of UI Continuing Claims at EDD’s Tax Processing Center in
Sacramento, California. Originally installed in 1998, the Impression
iCapture system has been processing over 28,000,000 documents
annually for EDD’s Tax Branch and the current project will
increase this volume to over 40,000,000 documents annually.
At the present time, EDD operates sites in both Northern and
Southern California to process the approximately 12,000,000 claims
filed by the citizens of the State to collect benefits associated
with Unemployment Insurance. This project is designed to consolidate
that activity into a single location just outside of Sacramento
and to leverage the capabilities of the iCapture technology that
was installed as a part of the EDD Tax Engineering and Modernization
(TEAM) project that was performed between 1997 and 2000. EDD has
been able to document that the automated data capture and imaging
subsystems within TEAM have reduced the costs associated with
data entry and document management within the organization by
43% annually, and this same technology and process improvements
will be utilized within EDD’s UI Branch as a result of this
project.
This project will use the new IBML document scanners that are
being installed by EDD as a part of its Document Management Refresh
and Consolidation (DMRC) project which is expected to begin in
late 2005. Under the terms of the contract, Impression will provide
additional iCapture licenses and the software will be customized
to meet the business requirements of the UI Branch for the processing
of Continued Claims. Impression will also provide all professional
services associated with the final system design, installation,
intergration with the existing TEAM environment, testing and training
of the UI Branch staff. The project is scheduled for completion
in December, 2005.
