Oregon Department of Revenue selected iCapture™ for its

Management & Imaging System

The Oregon Department of Revenue has selected iCapture following
a competitive procurement process and detailed evaluation of the
automated data capture solutions available in today’s marketplace.
The Department, facing severe financial constraints, had determined
that its existing DOS based data entry system had to be replaced
with a system that was highly reliable, based on the latest available
technology and one which could easily be enhanced and expanded
as additional funding became available. Impression Technology
demonstrated and proposed an iCapture solution that would allow
the Department to continue its Key-From-Paper operations, while
being easily enhanced to incorporate both imaging and automated
recognition in the future, and Impression was awarded this contract
in October, 2004.
The solution will allow the Department to significantly improve
its data entry operations on the multiple types of tax forms received
daily. The Department is responsible for the processing and collection
of many types of taxes including Corporate, Individual, Timber,
Estate and approximately 20 other State revenue generating programs.
One of the most significant tasks associated with this project
is the coding of the logic and thousands of business rules that
are in the existing system. The Detailed Design that was jointly
performed by Impression and DOR team members identified over 1000
pages of rules/logic that had been implemented in the existing
data capture software, and a DOR requirement was that the new
solution must mirror this portion of the functionality of current
operations. Once implemented, the new iCapture system will include
all required logic and rules within the Post Processing application
within iCapture to ensure the perfection of data entry prior to
the export of files to the Departments AS-400 based Tax System.
This project includes the preparation and approval of a Requirements
Definition, a Detailed Design, Training Plan and Acceptance Test
Plan in addition to the professional services associated with
customization, installation, integration, training and testing.
Impression Technology will also provide an on-site engineer following
Acceptance to ensure the smooth transition of data entry operations
to the new environment as well as on-going maintenance and support
of the complete solution.
Factory Acceptance Testing of the new system is scheduled for
July, 2005, followed by installation, training and testing at
DOR facilities in Salem, Oregon. This is the second installation
of iCapture within an Oregon State Department as the Oregon Employment
Department has been operating the full suite of iCapture automated
data capture software since late 2003.
