EDD to Use iCapture™ for California Planned Family Leave
(PFL)
WALNUT CREEK, Calif.--January 01, 2004
In mid-2003, the California legislature signed a new Bill associated
with the nations first Planned Family Leave initiative. Under
this program, employees within the State would be eligible to
take a fixed amount of time off work to take care of new children,
to bond with adopted children and to take care of elderly parents
or family members during selected circumstances. Included within
this Bill was the requirement that the California Employment Development
Department (EDD) establish the processes and systems that would
enable the State to collect a nominal fee from employers on a
continuing basis to cover the costs associated with this new program.
EDD is one of the largest users of iCapture, with a solution
installed in 1999 that processes over 26,000,000 tax forms on
an annual basis. This system has been highly successful and EDD
has publicly reported that there are significant annual operational
savings associated with its continued operation. Given the new
responsibility to process PFL related forms and documents, EDD
awarded a contract to Impression Technology to expand and enhance
the existing system to meet the new PFL requirements and objectives.
The contract was awarded in January, 2004.
PFL design criteria included the addition of approximately 400,000
new documents annually to the iCapture processing workload. Following
an on-site analysis and evaluation, Impression and EDD determined
that the added volume would not have an adverse impact on the
performance of the existing iCapture infrastructure and that the
project could be accomplished with minimal additions for workstations,
the integration of several additional iCapture proven applications
and the customization associated with the introduction of new
forms, logic and the business rules associated with PFL eligibility
and payments. This work was performed by Impression Technology
and the iCapture portion of the new EDD PFL system successfully
passed all Acceptance Testing in May, 2004 and Impression continues
to provide on-going maintenance and support.
